Where Do We Need Affordable Housing the Most?

In July 2025, Ruthy Portnoy, the founder and CEO of Risespot, published the article “Where Do We Need Affordable Housing the Most?” in Propmodo, a well-known e-newsletter for CRE professionals.

The article addresses one of the most pressing concerns in the U.S.—the affordable housing shortage, which affects nearly every community and impacts the lives of millions, especially those who are already the most vulnerable.

Risespot is the only organization that assesses the shortage at the PUMA level—the smallest geographical unit for which this data can be analyzed. In contrast, the NLIHC measures the shortage at the state level. The purpose of our research is to direct affordable housing developers to the precise areas where the shortage is the highest and also fit their investment criteria.
